PROCEEDINGS OF CDR STATE COUNCIL MEETING IN ANAHEIM

SEPTEMBER 26, 1998

The State Council met on September 26, 1998, at the Anaheim Hilton Hotel.

Meeting on Saturday, September 26, the day after the first AB1277 training workshop, at the Anaheim Hilton, the State Council's agenda was dominated by California politics and the November 3 election.

POLITICAL ENDORSEMENTS

First was a lengthy and thoughtful discussion leading up to the adoption of a policy and procedures for endorsing political candidates and issues and second was the appearance at various times of candidates or their spokespersons. The endorsements are detailed in a separate letter from President Susan Barnhill elsewhere on this website.

DELEGATE ELECTIONS

It was noted that the Bylaws amendments adopted at the May 3 State Council meeting requires chapters to elect their State Council delegates by the end of this year, being an even- numbered year, to two-year terms which will commence in January, 1999. In that light, the CDR Secretary was directed to notify all chapters reminding them of this responsibility and top notify the secretary when this has been. Attention was also called to procedure for choosing alternate delegates to the State Council. An alternate can be designated for a specific meeting; the Bylaws do not allow the designation of permanent or standing alternate delegates.

DELINQUENT MEMBERS

Following a report from DeLora Slattery on following up with members whose dues are six months or more in arrears, the Council instructed her to continue making follow-up phone calls inviting such members to resume their dues, advising them that otherwise they will no longer receive New World or other CDR mailings.

LITIGATION/ADVOCACY

Ralph Black reported that the Hertz Rental Car case is continuing with issues concerning accessible shuttles, length of advance notice required for adaptive controls and use of a credit card by the disabled customer who will be driven by another person. The California Lottery suit concerning various problems of access to ticket purchase sites has been partially settled. Ralph also reported on the continuing refusal by PERS to approve applications for long-term care from many people with disabilities. Disability Rights Advocates is seeking class-action status to pursue the matter through the courts and the State Council adopted a motion to join in the suit as an organizational plaintiff.
