SB964 Burton. High School Exit Examination. SB 964 would provide that a student with exceptional needs, as defined, may not be required to pass the High School Exit Exam (HSEE) as a condition of graduation until March 1, 2007. After that date, the HSEE may be used only if the Superintendent of Public Instruction (SPI) demonstrates by impartial and specific evidence four conditions set forth in the bill.
